CALVIN TOBY LEBLANC, KELLY DON PAPINEAU
PLATTENVILLE – Assumption Parish Sheriff Leland Falcon reports the arrests of Calvin Toby LeBlanc, 40, and Kelly Don Papineau, 40, both of 201 Heriard Street, Plattenville, LA on multiple felony crimes arising from a criminal investigation which began in June of 2021 which affected a high volume of residents in and around Plattenville, LA.
From June of 2021, the Sheriff’s Office received multiple complaints of fraudulent financial activities associated with victims from the Plattenville area. Those checks were eventually illegally transactioned at financial institutions. It was determined that the checks in question were stolen from the victims’ mailboxes.
Detectives initiated an extensive investigation and were able to identify Calvin Toby LeBlanc and Kelly Don Papineau as potential suspects responsible for these crimes.
Detectives were also able to connect illegal transactions to a local business establishment as yet another victim.
On or about February 9th and 10th of 2022, detectives began receiving complaints of mail thefts as well as improper transactions from the suspects in the Plattenville area.
Detectives, deputies, and narcotics agents were able to secure a search warrant for the suspects residence. On Friday morning, the Sheriff’s Office executed the search warrant and then and there did seize evidence in support of these crimes.
During that process, agents seized a quantity of methamphetamine which was attributed to both suspects. Calvin Toby LeBlanc and Kelly Don Papineau were both arrested and booked into the Assumption Parish Detention Center as follows:

– Identity Theft (5 Counts)
– Illegal Transmission of Monetary Funds (5 Counts)
– Bank Fraud (5 Counts)
– Monetary Instrument Abuse (4 Counts)
– Forgery (4 Counts)
– Felony Theft
– Access Device Fraud (1 Count)
– Possession of Methamphetamine
As to Kelly Don Papineau:
– Felony Theft
– Issuing Worthless Checks
– Bank Fraud (3 Counts)
– Identity Theft (2 Counts)
– Illegal Transmission of Monetary Funds (2 Counts)
– Forgery (1 Count)
– Monetary Instrument Abuse (1 Count)
– Possession of Methamphetamine
Calvin Toby LeBlanc’s bond is set at $150,000 and Kelly Don Papineau’s bond is set at $145,000.
