BAYOU L’OURSE – Assumption Parish Sheriff Leland Falcon reports the arrest of Winn Dale Dowell, 52, of 229 Cecelia Drive, Bayou L’Ourse, LA, on felony charges related to a Wednesday night traffic stop near Bayou L’Ourse.

A uniformed patrol deputy observed an eastbound vehicle on LA 662 commit multiple traffic violations. The deputy initiated a traffic stop and made contact with the driver. The deputy noted that the driver appeared to have difficulty with balance as he walked.

The deputy also noted a strong odor of alcoholic beverages on his breath.

The driver identified himself as Winn Dale Dowell and indicated his driver’s license had been suspended.

Upon conducting a criminal records check, it was determined that Dowell had two prior D.W.I. convictions. Dowell refused to perform field sobriety tests. Dowell was arrested for third offense D.W.I. He was transported to the Assumption Parish Detention Center. Winn Dale Dowell tested .21g% on the breath analyzer exam. He was booked on counts of:

*D.W.I. Third Offense
*Improper Land Usage
*Driving Under Suspension

Winn Dale Dowell was incarcerated pending a bond hearing.
