TRAFFIC STOP, DRUG LAW VIOLATIONS, I.C.E. ARRESTS – CHARLES L. RICHARD, JR., AVIANNA K. PAYTEN, DONOVAN P. MABILE, OLIVER J. MARTIN

PAINCOURTVILLE – Assumption Parish Sheriff Leland Falcon reports the arrests of Charles L. Richard, Jr., 34, of 115 Pugh Street, Paincourtville, La, Avianna K. Payten, 20, of 115 Pugh Street, Paincourtville, La., Donovan P. Mabile, 42 of 606 West New River, Gonzales, La., and Oliver John Martin, 40, of 2402 Cessford Street., Lake Charles, La., on multiple felony drug charges arising from a traffic stop on LA. 70 near Paincourtville on Monday Afternoon.

A uniformed patrol deputy assigned to the I.C.E. Detail observed an Eastbound vehicle on LA. 70 with equipment violations and conducted an investigative stop of the vehicle. The deputy made contact with the driver now identified as Charles L. Richard, Jr., and engaged Richard in an officer / violator interview. The deputy then proceeded to interview Avianna K. Payten, Oliver J. Martin, and Donovan P. Mabile. The deputy noted a pungent odor of suspected marijuana emitting from Avianna K. Payten’s clothing.

While interviewing Avianna K. Payten, deputies found her to be in possession of marijuana and cocaine on her person, all of which were seized.

Deputies requested and were granted consent to search the suspect vehicle. During the search process, deputies seized cocaine, marijuana, multiple doses of oxycodone and suboxone.

Charles L. Richard, Jr., Avianna K. Payten, Donovan P. Mabile, and Oliver J. Martin were all arrested and transported to the Assumption Parish Detention Center for booking.

Charles L. Richard Jr., was booked on counts of:
*Possession with Intent to Distribute Cocaine – 2 Counts
*Possession with Intent to Distribute Marijuana – 2 Counts
*Possession with Intent to Distribute Oxycodone
*Possession with Intent to Distribute Suboxone
*Temporary registration Plate Violation
*Illegal Window Tint
*Detainer – Probation / Parole Violation

Charles L. Richard, Jr. was ordered held without bond on the probation / parole violation and awaits a bond hearing on the remaining charges.

Avianna K. Payten was booked on counts of:
*Possession with Intent to Distribute Marijuana – 2 Counts
*Possession with Intent to Distribute Cocaine – 2 Counts
*Possession with Intent to Distribute Oxycodone
*Possession with Intent to Distribute Suboxone
*Possession of Drug Paraphernalia

Avianna K. Payten remains incarcerated pending a bond hearing.

Donovan P. Mabile was booked on counts of:
*Possession with Intent to Distribute Marijuana
*Possession with Intent to Distribute Cocaine
*Possession with Intent to Distribute Oxycodone
*Possession with Intent to Distribute Suboxone
*Fugitive – Ascension Parish Sheriff’s Office
*Detainer – Probation / Parole Violation

Donovan P. Mabile was ordered held without bond on the probation / parole violation and awaits a bond hearing on the remaining charges.

Oliver John Martin was booked on counts of:
*Possession with Intent to Distribute Marijuana
*Possession with Intent to Distribute Cocaine
*Possession with Intent to Distribute Oxycodone
*Possession with Intent to Distribute Suboxone

Oliver john Martin remains incarcerated pending a bond hearing.
